Heat the heavy cream in a saucepan over medium-low heat until it begins to simmer (do not boil).
Remove from heat, add the chocolate chips, and let sit for 1-2 minutes to allow the chocolate to melt. If the chocolate isn't fully melted, put it back on the stove over low heat and whisk until smooth and fully combined.
Mix in the brandy until fully incorporated. The brandy can be omitted but it adds a bit of extra flavor.
Serve warm with various fruit and salty snacks for dipping. Enjoy!
